You'll have to post a picture of both the front and back of this pin before anyone could estimate the value.  Unfortunately, the world is full of counterfeit/bootleg pins.  And even if it's marked 1938, it may well not be that old.  It may have some value anyway, but there's no way to say without seeing it.  Good luck!
